Acceptable Battery Voltage with Charger?

My Grand Banks 42 is on shore power but the charge only ever goes to 12.8 VDC. Is this correct or should it be higher?

Answer:

With a smart battery charger, your batteries should be seeing a higher voltage than 12.8 VDC. At float, assuming the charger is NOT temperature-compensated and set to flooded, the voltage should be 13.3 VDC.
