You are 100% correct, both the hot and neutral OUT of the inverter need to be separated into their own load bus. The Neutral IN to the inverter comes from the shore power bus after the double pole main breaker, the hot IN to the inverter should be fed by a dedicated circuit breaker after the double pole main breaker.
